LGR: Why Culture Matters

Local Government Reorganisation brings significant operational, structural and practical demands. For councils currently navigating LGR, much of the focus will naturally be on programme management, workstreams, data collection, timelines and preparing for vesting day.

In this video, Lucy Trueman, Organisational Psychologist and Founder of Trueman Change, explains why organisational culture also needs attention during this fast-moving period.

Culture is powerful because it shapes how people experience the workplace. It influences how staff engage, collaborate, respond to uncertainty and feel connected to the organisation around them. During LGR, the cultural seeds being sown now will play a significant role in shaping the future unitary authority.

Lucy explores why councils should create headspace to understand their current culture, identify potential tensions or clashes, and consider what cultural shifts may be needed to support the transition ahead.

She also explains how Trueman Change supports councils through culture reviews, speaking with staff and analysing the current organisational culture to help leaders understand what may need to change.

Watch the video to hear why culture matters during Local Government Reorganisation, and why preparing culturally as well as operationally can support a stronger transition.
